i know what happened: it messed up like that, because there where 2 planes directly at the same location, sometimes the plane getting the light shows up for the cam, sometimes the plane getting all the shadows apears because they are directly at the same location so it is caoticaly showing both planes. there is an option to merge double verticies (verticies at the same location), use it. you should allso consider the top plane of that building to be sharp-shaded, not smooth, wich would fix a bit

@stassad1, I am not sure about the newer versions of Blender, but in the Lamp options, make it a Spotlight, and there should be a button called "Halo" on the lamp. That makes the light visible. Pretty sure,anyway.. Can't test it at the moment.

The exact same happened to me. Think it's to do with SetSmooth. I'd try Subsurf and then smoothing it after, or as the other guys said, recalculate normals.
Holy hell, dude! That's amazing! I think your problem can occur by having 2 faces interlaced (one over the other in exactly the same coordinates in space). To fix this, if the faces are in the same object, just enter Edit Mode, press W, Remove Doubles.
(just to be on the safe side, flip the normals outside - Edit Mode, CTRL+N).
the problem is you're using a subsurf mesh with a few faces flipped the wrong way. try selecting the faces and hit ctrl+n or Edit>Normals>Recalculate Outside.
It looks like you have two different faces in exactly the same place, neither is higher than the other. That will cause the faces to sort of fight with each other for visibility. I think it's called Z-fighting, but anyway go back and check that.
It looks like simply a matter of recalculating your normals, EDIT MODE, SELECT ALL + CRTL+N

Exactly what they said, two overlaying meshes or bad AO, or even messed up normals with smoothing turned on.

Yeah, I think you have 2 interlaced faces. Whenever you create an object make sure you don't have doubles by pressing CTRL+N.

Nope, that's for making all the normals (an imaginary line that forms 90 degrees with the X and Y axes of every face) go OUT.
To remove doubles, select all faces/vertices, press W and Remove Doubles.
