The 2x2 under the ruler is there so paint doesn't get under the ruler and look bad. try ruling a line with a paint brush, not easy, that's a very useful trick.
Dura-lar is also a good choice in vinyl (doesn't crack)
Gouache or acrylic can achieve the same look, acrylic is a more durable paint though, really all depends on the artist's preference.

@cynzenga I was disappointed at so many interesting parts being skipped over, like that. Especially at the end, where he really makes it come alive. =( Still very good to see some of the process, though.

@cynzenga i think because its gouache that would allow you to lay lights over darks
