This is, in my opinion, a very valuable time capsule so to speak, a way we can see how people of that time actually thought and felt about issues that have since changed dramatically. I think this cartoon was done by Friz Freleng, who is notorious for ripping off other animators' gags, and his cartoons tend to be pretty boring or just sad. When Bob Clampett did "Coal Black," the characters at least had some dignity and were human, unlike this cartoon where the character is a blithering idiot. This cartoon is simply a racist piece of crap no matter how you look at it.

In fact, it looks like all they did was take Elmer Fudd and make him a blackface characature in overalls. The animation is exactly the same!
