Maybe the reason Grover wasn't working at Pizzeria Dos is because, the Sesame Street staff didn't have an extra twin muppet Grover. Also, since Grover doesn't have an accent like those two pizza chefs, they probably chose not to have Grover in that skit. I did see Fat Blue come into Hooper's Store before in one Sesame Street episode with Hooper's Store manager Alan where Fat Blue asked Alan for a glass of milk and Fat Blue got his milk without any problems and without Grover around.

I'm sure Fat Blue doesn't mean to be grouchy. He is probably a very kind, loving, caring, kind heart man. He is only acts cranky at Grover because, Grover a lot of times gets his order wrong in restaurants, he questions Fat Blue on anything he asks for, and a lot of times Fat Blue is in a hurry where his boss probably gives him a very short lunch break from work.

I'm sure if Grover never gave him problems he would say "my compliments to the chef" and he would give Grover a great tip.
