These beats weren't meant for Biggie. P Diddy came up with them one year prior to Jay being asked to make the album for American Gangster. Diddy phoned up Jay, told him to go over to his recording studio and check out the beats. Jay liked them, they fit the theme of what Jay wanted to achieve so they worked together on the album, with Diiddy providing the beats. Diddy got paid (obvs) he would get royalties. Nothing wrong with that. In fact, not getting paid would be stupid.
