In Option #3, that's basically moving some of the source of the energy from oil/diesel to the electricity grid, which is more efficient even if the grid isn't yet using clean sustainable energy. Of course the best thing to do is not drive a vehicle in the first place. :)
Not quite, the electrical energy comes from the vehicles alternator, which in turn comes from the gasoline being burned. Its a efficiency improving positive feedback system analogous to a mechanical supercharger, and an electrical amplifier.
Brown's Gas technology is best used in this application. Torch application is also economically viable. As a substitute fuel Brown's Gas is not economically viable!!!!!!

The presence of Brown's Gas extends the lean burn limit of gasoline allowing it to remain combustible as extremely lean air fuel mixtures.
In now way is Brown's Gas an alternative energy source. There are two sources of blame for this misconjecture. One being pseudoscientific investigators that are overly optimistic, and the other being the general public who simply cannot grasp the concept of fuel enhancement, and lean air/fuel mixtures.

Option #3:
Electricity --electrolysis--> hydrogen and oxygen --> mix with gasoline --> increase combustion efficiency --> decrease pollution. Achieve air/fuel ratios of 30:1 decrease combustion temperature, decrease NOx. Increase dioxide formation, increase MPG :)

Hydrogen is very useful and non-toxic, but it takes energy to get hydrogen. Please note that this is not an alternative energy source.
Optoin #1:

Option #2:
Electricity --electrolysis--> hydrogen & oxygen --fuel-cell--> electricity but less than you started with.
