@zuk178 haiti has more ngo's in it than any country in the world, Everyone is helping sometimes the countries government does not allow soldiers to come in ,as was the case in Haiti, so its up to non govt orgs to do the work,and they are there in massive numbers. That was a stupid comment,

I was there in 99 and it was a crazy Year... Like Agr0wat told, this year a communal building burn...the Mont blanc tunnel... very bad Year !!! And poor families... but a lot of houses were in a Dangerous zone and have been constructed in the past with more flexible laws.... Chamonix stays a very nice place where it's magic to ski.... and where you will always find a nice international community !

All because of the greed of the property developers these people died - that is why the area was given permission to build, when for centuries the locals knew not to build there, as it avalanched!
It was a corrupt official who took a bribe about 40 years ago to change the avalanche zoning maps, allowing construction in infrequent--though obviously dangerous--avalanche paths.
