If most of these 40,000 people were earning their living honestly it would have been ok. But the reality is these are thieves, they steal other people's money, they don't deserve any of it. A free market system system requires strict regulation otherwise what happens is what you are seeing these days.

Everybody would have been better off if there were some regulations in place. Strict doesn't mean that you stifle the market but it does mean that you keep a certain amount of check so that people with power do not steal from others.
