In order to encounter meowth you need to have obtained the national dex, then talk to the owner Backlot and listen to him rant about a rare pokemon he saw in his garden. He'll mention a random pokemon once a day or you can save the game before you talk to him and soft reset if you don't like the pokemon he mentions. The first two pokemon he mentions will remain in the garden, but on the 3rd time you speak to him, it will replace the 1st one he mentioned and so on and so fourth.
