Here in Pennsylvania they were ordered from Cheaper Than Dirt .com and shipped just like anything else you could buy online. No License needed.

Do you have an infrared scope or something?

I would never hit the target with a regular scope when it's that dark! Tho,it might seem darker in the video than it really was..

Yeah, it looks a little darker than it was.

I couldn't see the targets either though, until I looked though the scope.
