Baltimore is a horrible place and their police are some of the worst in the U.S.A.. I visit Maryland once or twice every year and there is no way I'll ever go to Baltimore and spend my time or money, not even in Harbor area. There is little differentiation between law enforcement and the criminals in that city other than the LEOs have it much easier when they decide to be thugs and break the law.
Who did help me? An elderly guy who looked like he could die at any minute and another man who made himself late to work in order to help me. The guy who is paid to maintain order just gave me threats and intimidation. Cops are our friends my ass.
I was helping a friend who has a contracting business by going to pick up some of his workers in his van with little gas and ran out of gas before I could reach a gas station in a soon to be busy school zone. A cop comes along and gives me the what's the prob. line So I tell him and ask if he'll help me push the van to a parking spot 20 ft away and he says "no that's not my job" and then says "it is my job to check in 20 mins and if you're still here I will arrest you and have the van towed"

Got lost and ended up at this intersection going the wrong way on a one-way street - and yes, there was a cop at the intersection - who saved my dumb ass as I was headed into oncoming traffic.
