Personally, I think this is one of the more fitting takes on his voice.

In his first few forms, he would be silent and weak, not comprehending the actual danger he is in until Paula starts to pray.

Then comes in the unimaginably horrible screams of pain. As the fight goes on, Giygas becomes weaker and weaker, eventually only able to mumble. But, in one last blow, he screams even louder and more pained, until he faded into nothing. This voice is fitting too, as a man's mind would hear him as one.

Giygas was in the devil machine so he could maintain his thoughts and consciousness, when it was turned off, as porky said "he isnt even aware of what hes doing". Porky turned it off to prove how "pointless" Ness's efforts are.

Giygas is whatever the game designers wanted him to be, and what you think he "would have" done is meaningless because the game already tells the story of what he did.
