First, since the government wants to get involved in marriage and bestows upon the legal contract of marriage certain rights, then to allow it to be done selectively (heterosexual couples only please), that's something called "discrimination" and "separate but equal", which didn't work with schools. Marriage licenses provide checks and safeties to both parties. Blood tests are designed to help in medical decisions.
