In the state of Oregon you can only be pulled over for a traffic office by a MARKED police cruiser. The cruiser must be on the road surface at all times and police may NOT lay in wait hidden from view. This visibility functions as a deturrent which makes the roadways safer. Not like here where the cops are riding around in panel vans with ladders on the roofs pretending to be civilian vehicles so they can trap someone. Massachusetts should adopt this approach. It's kinder and less fascistic
