It's like the bookie told him in the beginning. If he has $20,000.00, go place his bet at the track where they offer 9-1 odds. Since he was betting through a bookie without any cash of his own, he had to take the odds he was given. That's how bookies make money.

Any player that has the money to pay (if loses) would just bring the cash to the track at 9-1 (that's a $140,000 difference!) and any bookie that see a player not taking the 9-1 and instead placing a wager on credit must not be able to pay the money if he loses.
