Considering the contractors have done everything in their power to make the US military look bad, while at the same time poisoning the soldiers, a little good PR couldn't hurt. The highest estimates of civilian casualties are around 130,000. But the key fact to this is that these civilians were killed primarily by insurgent activity and sectarian violence. Those are two things the United States is trying to prevent in Iraq. If a military member does commit a intentional murder of a noncombatant then they are charged in court like any other citizen.
Our ROE and EOF are so strict we can barely engage the guys shooting at us.

I spent one of my deployments stationed by An Nasiriyah, Iraq. Positioned right by Tallil AB was the Ziggurat of Ur . It was built during the Early Bronze Age but had crumbled to ruins by the 6th century BC of the Neo-Babylonian period when it was restored by King Nabonidus.
