Because her "dash kick super" does the most damage and allows her to effectively control ground in footsies.

Kikou Shou does more damage and also combos off the low forward. But Houyoku Sen's range is three times longer, making opponents afraid of any fierce or forward hit, plus two can be stored, so after one connects, there's the threat of another. Kikou Shou also has extremely poor recovery; sitting duck if the last hits don't connect. Tensei Ranka is useless; a back fierce does nearly as much damage.
