In Sonic 2, my only problem with Tails was when it came time to do the Chaos Emerald Stages. Unless you were really good at making Tails do what you wanted, you were better off alone. In Sonic 3 you could at least have Tails airlift you.

thunder shoot is about useless until level 2. at level three it is amazing (about a one hit kill) against unshielded enemies. flying is the most useful formation on power plant.

and you do realize lv.3 speed characters have a tornado built in to their jumpdash/homing attack, right?
