Gearing is no problem. Size is all preference, you don't have to make anything specific to your height. BMX has no rules that say "You are under six foot, you can't have a 21" top tube. I am 5'7" and my top tube is 21"are you going to tell me I can't ride my bike?

they probably are not on tight enough, or something is wrong with your bottom bracket. very rarely is there a issue with the cranks themselves, cause they are only chunks of metal. try tightening everything down, and make sure everything is snug, if that doesn't help, then take of your arms, and check the spindle or the bottom bracket.

It doesn't mater what your sprockets are, you can do any combination really, but it will be like a mountain bike, sometimes it will be easy to pedal but you will go slower, and harder to pedal but you will go faster per rotation.
