Think of the difference between saying "I am a Canadian" and "I am Canadian". It would be un-idiomatic for a visiting foreign leader to say "I am Canadian", since this would imply they actually are from here. But it would sound quite natural to say "I am a Canadian".

"Ich bin Berliner" but he said "Ich bin ein Berliner" so, he said that he was a donut.
