Utah will give you a carry permit regardless of what state you live in if you take instruction from someone certified by them, true. But it won't do you any good in states where carry permits are not issued or recognized. For most people, local carry permits are still the best way. Most states that recognize permits have reciprocity or something close to it anyway. The only reason to go through Utah is that they are marginally cheaper.
