I don't particularly think it was racist. To be entirely fair, if you pay close attention to the language and context he was using, he was referring to which candidates voted for/against something. In that specific context, using "That One" would mean pointing to the "other" candidate.
That being said, I really think McCain should have been wiser with picking his words.

McCain is looking more desperate in his campaigning. He still needs to offer more incentives for middle class Americans. The major issues are health care, job creation and alternate energy. The answer isn't as simple as 'drill baby drill'!
