LOOK the city appears to be a backround edited in (green screen) and the wall is actually in front of the man but everything else isnt. You can see that the city appears to be moving independently from the wall and the man.

Considering the most recent article in the Jerusalem Post about UFOs is an article dated back to August of 2010, I think this is undoubtedly a good hoax. If you do a Google News search you also will find no credible new organizations, CNN, Al Jazeera, BBC, reporting it, despite UFO sightings being a quite popular topic for media nowadays.

Regardless of your opinion of CNN, Al Jazeera, and BBC they are established news networks. CNN belongs to one of the largest networks in North America, BBC is the largest in the U.K. with branches all over the world, and Al Jazeera is the largest in the Middle East. The point is, politics aside, if a UFO was over the holiest city for every major world religion it would of been reported by these news networks. UFOs have become a popular topic for new networks to cover.

Meh check out the nasa secret UFO footage videos not as fake as this. There are no blinking lights in this video which i believe to be a phopto still, except the ufo. When zoomed in you can clearly see a row of cars in the background that are magically frozen.
