I agree that Bangladesh has the worst public transportation system I've come across so far, but compared to their counterparts in Bombay, aren't these buses a little more taller than the double deckers of Bombay??
These are the lowest grade city public transport available. Poor people need transports at their price points.
The ones you see here are govt. owned hence the sad state of affairs. They Have privately owned city transport as well which is comparable to western city bus service. Improving slowly but surely.
At the top rung intra-city service level-- they have Luxury Scania and Volvo buses (Volvo India origin) as well with toilets and stewards serving snacks.
They wouldn't pass their MOT.
