For those who might be reading this, Frontier Aja's blog seems to be down for some reason. Their website itself still seems to be partially up and linking to the game's patch files. The English language pack doesn't show up in their links, but it still appears to be hosted by Xsrv, Frontier Aja's file host.
I've updated the video description with as much information as I know, and will add more as I find it. Thanks. :)

You and me both. I've been relying on Google Translate, which can be dodgy. I can recognize a few Japanese words & characters, but that's about it. :P
I don't see why it would. It would've hurt my computer if it did, though admittedly this video was from an earlier trial version. Just a matter of whether your system has the minimum specs to handle it, and whether it can play Japanese games OK. If you're using non-Japanese Windows XP, you'll either have to set Windows up to use Japanese as a second language, or download & use Microsoft's AppLocale utility to manually set the game's locale to Japanese every time you launch it.
On that note, I have no idea how Vista or 7 handle non-language programs. I hear they're Unicode-aware or something like that, so they should launch without any issues... but I don't use Vista or 7, so. :(

Fortunately, you can pause this video at around the 0:07 mark to see the default keyboard keys/joystick buttons used for the game. It's been a couple months since I last played, and I've never tried playing with the keyboard before... but you should be able to experiment and find out what each of the Z-X-C-V-Space keys do, and remap 'em in the Options - Pad Config menu if needed.

You go to the trial link above, click the "ダウンロード" link next to the ( Koumajou2_trial3 ) text, save the ZIP file to wherever you'll find it later (i.e.: your desktop)... once it's finished downloading, double-click the ZIP file to open it, drag and drop the "Koumajou2_trial3" out to your desktop to extract it... then double-click the new folder, and there will be two EXEs: "config.exe", and "koumajou2_trial3.exe" -- run the _trial3 EXE to play.
You might be able to run a PC emulator such as Virtual PC (commercial) or Bochs (freeware), use that to install Windows into the emulated PC, then install & run Koumajou Densetsu and other PC games. Not really sure how well that all will work, or how well the emulators handle DirectX games and whatnot.
Sadly, I doubt it. :( There are legal hurdles preventing Frontier Aja from using digital distribution sites... they just recently learned this after briefly using DLsite to allow digital purchases of this game.
It's perfectly OK for them and others to sell physical copies internationally, though. Currently, it's a PC-Windows game.

I saw the "pad config" option in the options screen, but I was only playing with the idea of it being for Sakuya until you started playing. Then when the game started I laughed my a- *knifed*
@Hellfire99X According to Touhou Wikia, the full game will be call Koumajou Densetsu II: Stranger's Requiem and the full version will be release on comiket 79.
@PersonWMA You can probably find it on Danbooru (I found art by the artist who did the first game there). They even have tags for the game and its sequel!
As I recall, I custom-set the file format to WebM rather than use a predefined profile. For the video, I set the bitrate to 7500 kbps CBR, minimum quantizer to 1, and enabled Trellis. For audio, I set the bitrate to 192 kbps CBR. Didn't apply any filters or resolution changes.
Took me a few tries to find bitrates that I liked, though. :P
