yes, Albert Vossen was a german accordeonist and componist. He was one of the first accordionist, who play jazz on accordion in germany about the years 1940.

I think his style can be compared a bit with Peter Piccini´s music-style.

You can find a lot of him in google

He wrote some jazz-books for accordion named "Internationale Solistenmappe". With his notes i had the first contacts with akkordeon-jazz.
