It isn't smoke, it's iodine vapor. Smoke is an aerosol (a suspension of solid particles in a gas) while iodine vapor is gaseous iodine.

Nope, because povidone-iodine is a chemical complex which only contains some 9 to 12 percent available iodine and it is relatively stable. You would have to break it down to get the iodine.
