100 Steel Ingots Achievement

I missing two and I searched everywere WTF!!!!!!!!! Does anyone know how to get in that sewer out in the steelyard near the collapsed train tunnel?

Just to give people a heads up sometimes the steel ingots glitch on the ps3 first glitch is you either can only get 98 steel ingots total and second glitch you can collect all 100 but you can only give the guy 10 ingots and no more and collect no rewards so people be careful of this glitch, if it happens just make a new game and then get all 100 steel ingots
