I don't believe is just power noise :) and I prefer the other name (rhythmic noise). So, is more than just power noise, for me the industrial hip-hop drums are obvious, also the mood and noise of dark ambient. This is more like a fusion, not just one influence. Listen the other songs of Chaos Royale and you'll see that he mix many genres by default.
