He's 100% right. I have played every main series game and the Johto games are still the best, and if you think otherwise, you ought to have your head checked. DPPt and BW had hideous Pokémon and stale gameplay, and RSE had annoying and unoriginal features (EVs? Lots of RPGs allow you to choose which stat you want to raise on leveling up. Double battles? Lots of RPGs' battle system allowed than two opponents battling at the same time. Terrain effects? Lots of RPGs had that, too).

This theme played in the episode "A 'bout with sprout." It played as the ending theme to the episode. Btw, I love this theme. Makes me think of all the memories of the older pokemon series and the loads of fun that I had with the older games. Thanks for uploading!
