I'm confused by the comments suggesting this is not a Muay Thai technique. It is actually quite common, although I agree with LtRt in that usually people grab the arm or shoulder instead of the hip. You simply block the opponent's arm as they try to pummel and then take the side. It is useful against someone who predictably pummels for double neckties, and is exerting too much power.

No, he actually knees the back of his thigh. All his weight is going into the knee and his momentum is going forward, therefore his balance relies solely on his support leg which is taken out/buckled by the knee to the back of the thigh.

It's a variation of a VERY common position you see in Thailand. Maybe if this video showed the sequence of clinches before this clinch it would make more sense.

ya kno, this vid will be a whole lot better if the guys didnt exchange hits B4 defense techniques, if u kno the guy is gonna launch a knee to ur abs, block that first and then counter with the leg sweep with the other leg, but do it fast!
first off, the guys in the vid are in a Muy Thai Clinch, meaning the a knee launch is more probable to hit the abs or face if the opponent pulls ur head towards them or the other way around (you pull them). I dunno about you, but when that happens in competitions, I automatically protect my face and tighten abs first.

Thai fighters do this a lot. There are a lot of variations, but basically, is to take advantage of the opponent weak balance, standing in one leg.
