The bar owners pay a lot to the officers and then the officers will know nothing about prostitution in that area. That's suck.

@danielav9 As far as I understand they can't do as much as the "real police". They're there to help with all of the foreigners (tourists, etc.) I guess. I never talked to them so I'm no expert.
Many people come to Thailand for the first time in their lifes. You can't expect they know all the routines the thais use to get to their money. If they don't say anything first, it's their mistake. If someone comes and give you a wheel, it doesn't mean you have to buy his car. His problem!!

As to why British police is there. The Thai government hires western police officers for their tourist police in order to communicate with tourists much easier. Remember a good size of thailands revenue comes from tourism. You will find them even more in the more popular tourist spots other then the red light district.
