Only ONE MIG had functional Radar.
NONE of the MIGs had functional IRTS.
NONE of the MIGs had funcitonal STO (Lock-on warning system).

The F-4 was the first aircraft designed to carry out BVR as its main mission. Every weapon system on the original F-4s were completely electronic because THEY DID NOT HAVE GUNS. Please correct me if I misunderstood what you were trying to say.

The mig 29 has no chance against a properly maintained F4D.An F4E would have a kill ratio of 5:1 against Mig 29s and would defeat a Su-35 by a very slight margin.
