@isk8tell8 There have been cases where the Radiant AI system (the part of the game that changes the game based on your previous actions and what it sees fit, i.e. making enemies easier when you're at a low level) simply doesn't want you to get married to that person for no reason at all. If you were wearing the amulet and did the quest for her, but you still have no marriage dialogue options, this could be the case. Best to just go find someone else to marry.
