Some states have state legislative districts (Yes there are state level representatives and senators too) which are smaller meaning some states could have over a hundred districts. I'm betting the some of those districts are referring to state districts not federal districts. A state district could span two federal Congressional districts, depending on how the districts are drawn, which could cause the confusion if the one handling the money is at the state level and not the federal level.

Oh and let me be clear about something. This story is actually quite scary - it shows how corrupt and downright dishonest the leaders of our country can be. Over 400 nonexistent congressional districts are shown as receiving stimulus money. Where is that money really going? Why has Obama not spoken about this in person instead of sending out that oily Robert Gibbs to obfuscate. WHERE IS THE MONEY?? Bush's 2008 stimulus package was $150 billion, not $800 billion (that is obama's figure). It was worked out by BOTH democrats AND republicans, unlike the bat-eared hustler in the White House's plan. AND, it provided for all those cute tax rebate checks that I am guessing you gladly took. It also helped bail Fanni&Freddie.There is no evidence that it was stolen.
