No. The English and French know her as Bianca. America, Canada and France aren't the entire world.

I can understand your need to make it recognizable to the English speaking fans that may not have followed the Japanese version and built a preference for the original name, but your majority argument falls flat with the presumption that North America is the entire world. Technically, she's known as Bianca to the English speaking world. 5 other regions kept her name as Bel.
