I think Decepticons do exist but I think Optimus dint want to risk the total destruction of Rescue Bots,that why he puts them with humans and very far from the batle field.

@moccamonster Optimus obviously wanted a bot on each rescue department, to gain knowledge about all forms of rescue operations. If Blades and Chase were both police cars, the team would not learn about aerial rescue missions.
