Actually, if a DMV staffer noticed that the person's look had drastically changed vs. their old photo, that would be all the more reason to ISSUE a new license, not deny one. According to the news clip, drivers are legally obligated to get a new license if their appearance changes. Of course, getting several radically different photos in a really short amount of time might raise a flag.

Uhhh, these guys didnt go in and get new licenses for themselves, they just went in and got a new ID and picture taken. Therefor they were not new license holders like that dumbass DMV guy used in his example of a kid with acne. What these guys did would be like me going to the dmv painted black(Im clearly white on my current license) and getting a duplicate license with me as a black guy with my current info.  A competent worker would see my old pic and not let me take a new one in disguis

Flawed law..In my country , when you complete the course that youve passed the test..The town hall gives you a one off certificate witch you have to hand them over that certificate in exchange of a driving licence.If you wish to get another one, you either have to cancel the old one and get a new registerd one or pass a new test , if your licence has been taken by the law from you or youve passed another test for another category.
