Grimoire discovered a pool of stagnant Lifestream and theorized that a life was born from the stagnation. The scientists of Deepground caught wind of this, and began conducting experiments, with the only truly confirmed success being Nero the Sable.

So.. Grimoire Valentine along with Shin-Ra's scientists conducted an experiment ten years before the events of FFVII that produced the colored Tsviets, using Nero's power of Darkness, injected into the Tsviets while they were in the fetal stage. Shelke and Azul being the exception, the two were born outside of Shin-Ra. Does that mean Weiss, Rosso and possibly Argento are only ten?

No only Nero survived that experiment. Rosso is from Project G. Weiss was of another. I think it was two decades ago. Besides Grimore died 30 years prior.
