It's Ryu Hayabusa with Shadow of the Ninja gameplay. God, I played this so much as a kid and didn't understand why I loved it so much more than the original Ninja Gaiden trilogy until I read about it online.

Yeah, but the intro/boss music and some of the later tracks feature Ninja Gaiden music... I love this game :)
