Rats are resourceful, persistent and fast (I know...) although their hygiene is greatly disputed, the fact that they can adapt to different climates and environments as resourceful animals is something I would be proud of... Its better than appearing as a cute animals which in actuality are the prey...

I notice many of N.korean animation has to do with revenge against enemies. N.Korea is always in a position to get harassed first, and then fight back with violence. I think N.Korea is trying to show they are innoncent and justify their violence as simply counter-attack.
