You do not raise your voice to your dog, unless the dog is mis-behaving and the dog will remember it always if you do it firmly once. You only give them one command and can be repeated twice but not more than that, otherwise they will get confuse and bored and then will ignore you.

Jack Russell is very smart and intelligent dog and this one knew exactly what she wants ... but she ignores her command few times, because the dog was bored and probably the was used to being told repeated command.
