I'm not sure what you mean by ordinary notation. Do you mean I, IV, V, instead of specifically named chords--C, F, G? If so, the reason is that harp players, virtually alone among instrumentalists, have the luxury of changing keys simply by changing instruments. So the former set of symbols is particularly useful.
