I think lolita is one of the more accepted Japanese styles, since it's much newer than say goth or punk, and people don't really have so many stereotypes of it. Not to mention its not a particularly gloomy style (except guro lol).

it's called Harajuku Fasion. Japanese teens dress this way once a week, (every sunday) because the other 6 days of the week they wear school uniforms.

that's why they go overboard and dress up in every cool article of clothing they have.

for example: (a lot of barettes on 0:25) and a grip of accesories on 0:45
