You are ill informed. RTI acts evolved over time since early 2000. There is no RTI Act which fell from heaven. The precursor of RTI was drafted by Shourie under the Freedom to Info Act in 2002 at the Cnetral level. Then there was gradual improvement until the RTI crystallized in the form we see today. If you ask me, I think the political class underestimated RTI. Had they anticipated what the RTI could do, they would have killed it a long time back, just like they'e doing to the LokPal today.

The WORST Prime Minister we have ever had! Red tapism? Please explain what he did! What economic policies? If you were referring to 1991 reforms, it was PV Rao who gave the direction.
