I actually know the answer to this. Breeches have the flap on the front that actually covers the fly. The tab in the back is in essence a waist cinch to keep them on without suspenders/braces.

So, sorry Anthony, Ms. Christina is right. The flap is in the front.

If he's right, maybe the pants have a stretchy waist-band, and that flap stops the waist-band from stretching too much. If Christina is right, I have no clue why you would need a flap in the front. Maybe it holds your cellphone (just don't put it on vibrate). XD
