But, if you are asking about the scene at 2:56 where Ranma has his hands over his face, try Season 3 Episode 13. "All it Takes is One!" The Kiss of Love is the Kiss of Death. If that's not it, let me know and I can try again, but I nearly sure that's what you're looking for.

why does Akane have long hair in the beginning of the series, and short hair in the rest?

She grew out her hair since she was young in order to appear more girlish and out shine her older sister's beauty. By the fourth episode a tragic accident with Ryouga's battle umbrla cuts off the long hair she'd so treasured leaving her with a tomboy hair style.

I've always thought Akane's short hair looked best on her and was more cute.
