I'm not much of a programmer but I'm guessing that most of these mods are just allowing you execute commands like you would in the PC version of this game in the developer console. Also changing the weapon and game configs too maybe? I dunno but pretty cool mod you got there!

2. It is not possible to do this on xbox 360.. even with the Keyboard and mouse attachment for it... so it is not harder , It is impossible.

And consoles don't always rule, Most consoles usually break down the first day they are sold.. PC is the way to go in order to get the yummy mods. ._.
