Wait, hold up. Why did they wait until she was 16 to tell her? Why even keep it a secret at all? Wouldn't it be better to tell her what happened instead of keeping it a secret? That way she won't go into a state of shock and suddenly have a huge amount of pressure to reclaim the throne on her. If she knew about her heritage, wouldn't that give her more motivation to lead the rebellion and take down the Montagues? Is there any point in that? Can someone explain that to me?

And it's BECAUSE of that state of shock that they would expect that she wouldn't know what to do and would turn to them for help, thereby, keeping the state of dependency.

not only that but i also think it's because they wanted to keep her innocence. knowing that your entire family was killed when you were small has caused many an anime character to become emo, a serial killer, or just out for blood wherever they can find it. And then Juliet would have never met Romeo but at the tip of a sword.
