Layers are basically what order things appear. If you have a layer of say...a face in front of a render of a car, you will see the face covering the car. Think of the image like a pile, they're layers.
If you're struggling to get to the layers menu, click on the little arrow pointing down that is always on the opposite side of the menu title (i.e brushes, layers etc.) and there will be a list of different menu's you can add to your interface. Add the layer's menu.
On the gimp interface (the tall thing at the left with all the buttons on), there is a little symbol that looked like a paintbrush. That is the brush tool ^_^
You can do that by either using the freehand lasso tool, which requires you to trace the outline with your mouse of where you need to cut it out, or you could use the 'Paths' tool for a more accurate cut.
If you decide to use the second options, I'd recommend searching for a 'Paths' tutorial somewhere on Youtube. It is simple to pickup but quite lengthy to explain in one comment ^_^

I think I followed a tutorial a long time ago which had a link to the download for these brushes.
Unfortunately, I lost almost everything on my computer and don't have these brushes anymore, I'll try and keep an eye out for them!

How can you isolate a specific part of a image of an image as a whole, let's suppose i want only to copy one part of the image, how do you do that?

On the Gimp interface, at the start of my video, see where it says Layers beneath the 3 little tabs, on the other side of that is a little arrow.
If you click that arrow, you can add tabs to the interface which means you can add the Layers tab.
